arcane+snakemake use case

This merge request adds a subdirectory with the Dockerfile needed to build the image that will be used to run the arcane+snakemake pipeline in a workflow use case from TA3-WP1 and WP4. It is intended as a test of this pipeline on the Compute4PUNCH infrastructure.
